Publication Ethics

 

   The editorial board of the journal is guided in its activity by the regulations of the Civil Code of the Russian Federation – 70 of the Civil Code “Copyright”. The main regulations of the journal’s publication ethics are based on the international standards proposed by the Committee of Publication Ethics, COPE: http://publicationethics.org/resources/international-standards and the provisions adopted at the II World Conference on Research Integrity (Singapore, July 22-24, 2010), the Declaration of the Russian Association of Scientific Editors and Publishers “Ethical principles of scientific publications”. The editor-in-chief and the managing editors are obliged:

  1. To review the authors’ submissions and make a decision impartially and without prejudice to the authors, without regard to nationality, religion, race, nationality, sexual orientation or political opinion.
  2. To prevent commercial and political interests from influencing the scientific ethics and maintaining a high intellectual standard of the journal.
  3. To follow the principle of freedom in expression of views, opinions and evaluations by authors, editorial board members and reviewers.
  4. To interact with authors on the principles of fairness, courtesy, objectivity, honesty and lucidity.
  5. To designate relevance, importance, lucidity, reliability, validity of the published research material as guiding principles for editorial activities. To focus on the needs of the target audience of the journal, modern science and society.
  6. To continuously improve the quality of the journal, including improving the reviewing and editing process, to attract specialists, who are competent in the scientific field of the submitted material in the peer review.
  7. To afforce the staff of the editorial board and the editorial review board only due to the qualified authoritative scientists.
  8. Not to use in own researches information from the articles submitted for publication.
  9. To take measures to ensure a high scientific level of published articles. The editorial board with the help of appropriate software checks the publications for image manipulation, plagiarism, duplicate or redundant publication.
  10. If plagiarism, falsification of research data, experimental errors, and results of unethical research are detected in the published article, as well as if the article was previously published in other publications, the editorial board is obliged to launch the procedure of retraction of the article.
  11. A decision about accepting or not accepting the article for publication is based on all comments of independent reviewers and the authors are informed about the final editorial decision and the reasons for it.

Authorship ethics of scientific publications

Copyrights

             1. Copyrights belong to the authors without limitation. An appropriate publishing license agreement is signed with the authors, granting the author exclusive rights to his / her work.

              2. The authors grant the journal the right to first publish the work under the Creative Commons Attribution International (CC BY 4.0) license, under which third parties have the right to copy and redistribute this material in any medium or format, as well as to mix, modify and use it as a basis for any purpose, including commercial, provided that the original work is duly referenced.

            3.The authors retain the right to make separate contractual arrangements for the non-exclusive distribution of the work’s version published in the journal (e.g., posting it in an institutional archives, publishing it in a book), with reference to its original publication in this journal.

           4.After receiving notification from the editorial board about the publication of the article, the author may withdraw the article within no more than 10 working days with the submission of a signed statement indicating the reasons for withdrawal.

Author’s responsibility:

  1. The author may not submit an article to more than one journal for consideration.
  2. Only persons who have made significant contributions to the research are included in the list of authors.
  3. All co-authors of the article must agree to submit the article to the journal.
  4. The authors notify the editorial board of potential conflicts of interest. All sources of any financial support for the project must be disclosed and cited in the manuscript.
  5. The authors should submit only original works, indicate that their article is published for the first time; the data are authentic and real. The authors are not to copy references to works they have not read. Citations and references to other works must be accurate and formatted according to editorial requirements.
  6. The authors submit materials containing a substantial contribution to scientific research, reliable and clearly stated results of the conducted research. Knowingly false and falsified information is inadmissible.
  7. It is forbidden to copy own works verbatim and paraphrase them; they can be used only as a basis for new conclusions (with obligatory correct citation of own previous works). The author must avoid excessive self-citation in the manuscript and artificially increasing the volume of publications.
  8. The authors must comply with the norms of copyright protection legislation. To indicate the authorship of all data obtained from other sources (texts, figures, tables, figures, ideas, etc.); direct citations from other researchers’ works should be distinguished by citation marks and an appropriate reference. Materials protected by copyright may be reproduced only with the permission of their owners.
  9. The author corresponds correctly with the reviewer through the editor and responds in a timely manner to the comments and remarks that have arisen. If necessary, the authors correct the data presented in the article or refute them.
  10. The author who is responsible for correspondence with the editorial board notifies his co-authors about changes and suggestions on the part of the editorial board and does not make decisions alone without the written consent of all co-authors.
  11. The authors participate in the final approval of the version that is going to be printed.

Ethics of reviewing scientific publications

  1. The editorial board guarantees independent reviewing of materials received by the editorial board on the basis of the principle of “double-blind reviewing” (the reviewer and the author of the article have no information about each other). The review process takes no more than two months from the receipt of the article.
  2. When an article is sent for reviewing, the editorial board ensures confidentiality of the authors’ material. The editorial board does not inform anyone about the status of the material in the journal, except the authors. The editorial board also maintains the confidentiality of the reviewers’ personal data.
  3. Reviewing is carried out by external reviewers and members of the editorial board, leading experts in the profile and subject matter of the article. The reviewers are informed about the requirements for the review; they formulate reasoned critical comments on the following fundamental aspects of the article: relevance of the original research, its compliance with the profile of the journal, methodology of research, novelty and reliability of the results, the level and lucidity of the presented material, the presence of the necessary correct references.
  4. The editorial board has all conditions for objective reviewing. Personal criticism of the author is excluded. The manuscript is evaluated solely according to its scientific content, without regard to the socio-political views of the authors.
  5. The editorial board checks the manuscripts sent in by means of appropriate software for plagiarism and incorrect information and has the right to refuse to publish articles prepared by dishonest authors.
  6. The editorial board reserves the right to reject the material without independent review if it is considered to be of low quality, violating technical requirements and inconsistent with the editorial policy of the journal.
  7. The editorial board makes the final decision on the publication based on the recommendation of the reviewers, as well as guided by the journal’s policy, taking into account the current copyright law. The responsibility for the decision to publish lies entirely with the editorial board of the journal.
  8. Reviewers should not participate in the evaluation of manuscripts in which they have a direct interest. Information in the article should not be used for the reviewer’s personal benefit.
  9. If a question is raised on the part of the reviewers regarding the reliability of the data or the advisability of publishing a scientific work, the editorial board provides the author with an opportunity to answer the questions raised.

Ethics of editing scientific publications

  1. The final decision on the publication of materials rests with the editorial board, which makes special demands on the honesty and objectivity of the scientific editing process.
  2. Conflicts of interest of the editor should be made public. Editors should not make decisions regarding materials in connection with which they have a conflict of interest.
  3. All principles of editing are arranged in the information materials for the authors; the requirements to the framework and content of the article, the accompanying documents and the type of published materials are indicated.
  4. The editorial board necessarily agrees the final version of the article with the author before submitting the journal to the page proof and printing.
  5. In order to ensure the reliability of the published data, if there are any unquestionable mistakes in the article, the author has an opportunity to make appropriate corrections or correct misprints as soon as possible. The online version of the material is corrected with the date of correction and a link to the list of typos. If the error makes the work or a significant part of it invalid, the article is withdrawn with an indication of the reason (e.g., a good faith error).
  6. The editorial board is committed to responding to all allegations or suspicions of misconduct regarding the research or publication conducted from readers, reviewers, or other editors.
  7. Each report of a failure to comply with editorial ethics has no time limit and will be reviewed. If errors and irregularities are found, it is mandatory that appropriate corrections, retractions, or apologies be published at a later date.
  8. The editorial board accepts information about the problems identified and decides whether to accept for publication or not.
  9. In case of acceptance for publication the article is placed in repositories of scientific information. Copyrights are retained by the authors. All articles are posted indefinitely and free of charge immediately after the issue is published. Full-text real-time access to the scientific articles of the journal is available on the official website of the journal and on other aggregators.
