Annotation In the context of globalization and swift economic development of China, the Russian frontier territories of Baikal borderland should have a special strategy of social and economic development. The geographical position on the border with China and Mongolia should become one of the main factors of social and economic development for Zabaikalye. However, at present, cross-border socio-economic asymmetry is favourable for the territories adjacent to Russia. The concept of solving socio-economic as well as ecological problems, which underlie borderland asymmetry, should be expressed in the development of the image of the Baikal as a world and national treasure. The state authorities, local government, business and the public should contribute to obtaining competitive advantages and additional support for the territory due to the protection of Lake Baikal. The formation of Baikal ideology should be expressed in connection with the welfare of each individual member of society and the welfare of Lake Baikal.
