The analysis of the bureaucratic organization from the positions of the functional
analysis of R. Merton ideas is made in the given article. The example of such organization
is the state civil service. The attention is paid to positive lines (efficiency, working capacity,
effectiveness) and to lacks of bureaucratic structures (formalism, conformism).
