Annotation This article discusses the implementation of design technology of electronic monitoring of the educational system of the Republic of Buryatia in the project of comprehensive assessment of the effectiveness of the regional system of education and defines the objectives of the regional educational system as providing access to quality education for every child regardless of the place of residence. This project is viewed as a digital monitor of the effectiveness of the educational system based on electronic data collection to identify the requirements for an educational program, the terms of the educational process on the basis of the following integral indicators: an index of project activity of educators, educational level of capitalization of the republic’s residents, the level of educational investment in the republic’s economy. The author identifies a number of strategic directions in the development of the external evaluation of the effectiveness of the education system.
