| Annotation |
Place-organized community life is noted by the complicated combination of different scale
enterprises. Such elements of the territorial community systems as small enterprises are especially
important for regions. Various strategies show the ways of choosing regions with the best conditions
for business dealing. The consequences of «changing sanctions» between Russia and some
foreign countries come to the result that state and municipal custom market gradually becomes the
«foundation» for the small business development. At the same time there is the problem of uneven
territorial framework of small enterprises support infrastructure, to solving of which the regional
politics should be aimed. The attention in the state custom sector is paid to the question of the
exception of giving the equal preferences for the small enterprises entities and socially aimed nonprofit
organizations. It is offered to include into goal programming the individual approach obliging
customers to follow the Russian Statistics Committee territorial bodies research on the allocation of
small scale firms in accordance with their economic activities. It is concluded that in recent years the
norm of quoting customs for small enterprises is obtained only on the level of municipal customs, but
state customers ignore it without any objective reasons.
