Annotation |
The article reveals methodological approaches to the creation of evaluation systems of the quality of training in educational institutions, which have been developed lately. The article considers system-activity, process and competence-based approaches. The approaches to the definition of a concept of education quality are revealed. The most important ones are identified in this article. The paper considers evaluation in the system of quality assessment and management in a particular educational institution – a school. The importance of the manual, which summarizes practice of quality management system at the school level and the generalization of experience from assessment of QMS at the municipal level are actualized in this article. It is based on a process approach in accordance with the ISO 9001-2000. There are descriptions of the functional responsibilities of the managers of the processes and the problems in the process of establishing a system of assessing the quality of education at all levels: regional, municipal, educational organization. The study of management process is important because it helps to view the interrelationships between the development of theory, behavior in organizations and management practice. The most important issues are lack of mechanisms for the organization of QMS, selection of criteria, search for conceptual unity on the choice of methods, approaches, procedures, quality management in the educational system; lack of experience in designing systems for evaluating восхождеthe
quality of education at all levels, the problem of training professionals in quality; division of responsibility and authority among all participants in the educational organization created by QMC; there is no coordinated effort to develop the system of quality management techniques. In conclusion, the article refers to the problem of social control on the quality of educational services by educational institutions.
