Annotation |
The article sums up the results of an independent evaluation of the quality of education in the Trans-Baikal Territory. An independent evaluation of the quality of education was carried out according to five criteria: openness and accessibility of information about the educational institution; convenience and accessibility of educational services; competence, friendliness and courtesy of employees of educational institutions; the effectiveness of the work of educational institutions; consumers’ satisfaction with the quality of educational services, the study of data from open sources of information about the activities of organizations. The objects of an independent evaluation of the quality of educational services are 36 educational institutions subordinated to the Ministry of Education: 4 educational institutions of general education, 29 – professional and 3 special education institutions. The evaluation model of the quality of educational services includes: regulatory, organizational, functional, technological and criterial components. The regulatory component is based on the documents of federal, regional and departmental levels. The organizational component is the organizational and managerial structure, including the founders of educational institutions, a public council, organizations engaged in the evaluation process, educational institutions, consumers of educational services and professional experts. The functional component is the totality of the powers and functions of the members of an independent quality assessment system. The technological component comprises the methods, principles implemented in the process of evaluation, general approaches to the procedure for its implementation. The criterial component is a set of quantitative characteristics of the services provided. All this enabled us to obtain the most objective data on the selected criteria and formulate recommendations for the educational institutions of the Trans-Baikal Territory.
