Annotation Changes that occur in the educational system of students with various types of disrupted development inevitably lead to changes in the organization and content of the work of specialists working with such children, as well as in the training of specialists in defectology. The Russian system of education for people with special needs and disabilities is actively developing, but it needs improvement in these two areas. The second All-Russian congress of defectologists (Moscow, 2017) discussed priorities and prospects for the development of defectology science and practice in the Russian Federation in accordance with the requirements of the current social and economic situation and the changing conditions of education. The article shows the changes that occurred in the educational system of students with various types of disrupted development in connection with the adoption of the Federal State Educational Standard for Primary Education for People with Disabilities (2016) and new requirements for the professional training of specialists working with children having disabilities. We identified the difficulties of educational organizations associated with the implementation of the requirements of the Federal Standard to the organization of the educational environment and the process of education and upbringing of this category of students. The article also presents the most important directions for the further development of defectology research and practice recorded in the resolution of the second All-Russian congress of defectologists.
