Annotation The article is devoted to the topical problem of historical science, namely the analysis of the state of foreign language education in Russia at the turn of the 19th and 20th centuries. The author presents an analysis of a vast array of historical and pedagogical sources that allow to evaluate the results of the reform process in selected chronological frameworks. It will enrich the system of scientific knowledge and make an objective picture of the historical process of formation and development of foreign language education. The process of socio-economic and socio-political development of Russia at the turn of the XIX–XX centuries inevitably led to the need of reforming the education system. Multiple personnel changes in the Ministry of Public Education of the Russian Empire led to the fact that projects of reforms were not consistent and had a contradictory nature. Historical and pedagogical sources reflect the diversity of opinions on the further ways of development of domestic education, as well as the role and place of foreign languages in it. The teaching methods, large amount of grammatical material to be studied, shortage of pedagogical staff, correlation and consistency of the studied foreign languages are named among the problematic issues identified during the discussions. The study of the experience of reforming foreign language education requires a comprehensive scientific understanding and study, since it allows us to identify valuable and unfairly forgotten ideas deserving the further development and application.
