Annotation The article discusses modern approaches to the transformation of the model of management of vocational education with a new regulatory framework for the development and application of the national change of qualifications. The appeal to the history of vocational education allowed the authors to present a more systematic vision of the problem under study in the light of the current regulatory framework of vocational education of the Russian Federation. The institutional formation of the National Qualifications System is aimed at the interaction of vocational education and the labor market, which contributes to the saturation of the labor market with workers with demanded qualifications to improve the quality and productivity of labor in the post-industrial economy. The methodological approaches, such as the construction of economic and mathematical models and an alternative approach are considered, which predetermined the use of sociological research methods. The authors emphasize the idea of the need for significant changes in assessing the quality of learning outcomes, determining specific requirements for diplomas and certificates, qualimetry methods, means of monitoring the assessment of the qualification system. In the process of forming the educational results of bachelors and masters, when solving innovative problems of higher education, the requirements of the modern labor market should be taken into account. In the discussion of the results of the study, the experience of the Federal State Budgetary Educational Institution of Higher Education “Transbaikal State University” in the field of external guarantee of assessing the quality of graduate training according to international standards, as well as organizing work on the introduction of a demonstration exam according to World Skills Russia and Future Skills standards into the educational process of the university at the stage of final certification in the context of the transformation of the management model professional education and its adaptation to the needs of the modern labor market.
