In the article the conception of the well-known Russian sociologist M.Ya. Ostrogorsky
is considered. The interrelation between process of democratization and formation of political
parties is revealed. Special attention is given to the process of formation of parties,
functioning of the party mechanism and formation of the inner-party power.
