Annotation The article considers the issue of teachers’ professional training and practice in Eastern Siberia in the second half of the 19th – the beginning of the 20th century. The paper is multidisciplinary and is written at the intersection between history and law. The article analyzes the legislation regulating the pedagogical educational institutions’ structure and activity. The author comes to the conclusion that the legal regulation of teacher’s seminaries and institutes was characterized by the lag. Standard acts contained the outdated curriculum, requirements to pedagogical staff and the state control. The author focuses main attention on the state program aimed at raising the prestige of teachers’ work. The considerable attention is paid to the program for introducing specific benefits available in the remote areas of the Russian Empire. The program created conditions for enhancing the teacher’s social status in the region and partly helped to cope with staffing shortages in the East Siberian schools. The article determines pension scheme specifics for teachers. The author notes that the legal regulation for pension benefits is of a partly declarative nature. In conclusion the author gives the reasoning that the organizational and legal framework formation of teachers’ professional training and practice in the conditions of the sociocultural change became outdated, ineffective and needed updating.
