Annotation Priority areas for innovative development of institutions of higher professional education are interrelated with the objectives of China’s socio-economic development of the provinces in which there are high schools. Since 1990, the universities of Hebei Province have been working with high school partners, improving the structure of education in accordance with local needs, changing forms of governance, expanding the ways of training specialists and the right of schools to self-government, along with the active management of the structure of specialties in universities. The main objectives of the university are the following: the rational correlation of theoretical and practical studies, the combination of teaching with research work and active implementation of research results in the production, strengthening the cooperation of universities with local businesses, the implementation of pilot projects within the framework of cooperation between universities and factories, universities and various professional societies, universities and cities (counties). Currently, attention is paid to the development and improvement of the service system, as well as identifying the benefits of concentrating specialists in the universities, through these measures universities actively participate in local community development.
