Annotation Federal State Standards place new demands on the results of mastering academic disciplines and a level of professional competence formation. The present study investigates the issues of foreign language communicative competence development, as well as general problems of language education in modern higher education institutions. This article aims to reveal correspondence in content of learning and purposes in teaching a foreign language according to the Federal State Educational Standard 3+ for students specializing in International Relations. We carried out the survey for teachers of foreign languages (English and Chinese) working with International Relations students so that we could find this correspondence. The results indicate that we can analyze the causes of problems interfering the effective formation of communicative competence. In particular, the survey shows some problem areas in development of listening and writing language skills. Some practical ways to solve the problem are presented. This survey showed that we need further research to improve the forms and methods in teaching foreign languages in accordance with the Federal State Standards and real employers’ needs.
