Annotation Theoretical research in the field of semantic and semiological meanings of mass communication and the problems of their interpretation in mass consciousness are actively discussed by the scientific community. Until recently, beyond the scope of these studies there have been socio-cultural processes taking place in the states with the postponed political status. The specificity of the political, economic and cultural situation in these states multiplied by a certain degree of the crisis and mobilization of the population’s consciousness creates unique conditions for the development of public and state institutions, which, of course, are relevant for the analysis and study by modern humanitarian science. The article considers the prerequisites and consequences of the mobilization of mass consciousness in self-determined states. The algorithm of perceiving information flows by the audience in these states is reflected in the system of coordinates: from emotionality to rationality. The article describes the peculiarities of social and state institutions, as well as the sustainability of their functioning, not so much due to the high degree of confidence in local authorities, but because of the lack of real information efforts by the opponents. It is shown that with time the degree of mobilization and crisis of the population’s consciousness is decreasing, but the traditional journalistic euphoria about a high degree of its own authority can form a kind of immunity in the audience to the political situation and state development in general.
