The understanding that today the network interaction of educational organizations is one of the leading trends in the educational policy of higher education has updated the study of this problem, both at the theoretical and empirical levels. The purpose of the study – to analyze existing models of network interaction, to identify mechanisms for the implementation of network educational programs. This paper presents the authors’ views on this problem, as well as the experience of the Transbaikal State University in implementing network educational programs. The research has been carried out both at the theoretical (comparative analysis of literature, design of network educational programs) and at the empirical (pedagogical experiment, observation, interviewing, questioning, experimental implementation of network educational programs) levels. The study found that network interaction is an effective technology that ensures the availability and variability of quality education, openness of educational organizations, and an increase in the professional competence of teachers. The conducted analysis of existing models of network interaction allowed us to identify the grounds for their classification (level of network interaction, type of interaction, number of participants, type of document issued, direction of interaction, language of instruction, forms of interaction, and financial model of network interaction). The results of the students’ survey confirm a high degree of their interest in studying on network educational programs, as well as the presence of concerns about the issue of effective training on such programs. The results of the teachers’ survey allow us to assert that their interest lies to a greater extent in the plane of scientific research and social network projects. The article presents the experience of the Transbaikal State University in the development of network interaction and the implementation of network educational programs (university partner network, areas of activity for the development of network interaction), and formulates key risks that can become a significant obstacle to the implementation of specific network projects.
