Annotation The relevance of the article is caused by the importance of working on reading literacy as one of the main components of functional literacy. Considerable attention in the article is paid to the analysis of the requirements of the Federal State Educational Standard of Primary General Education for reading activity as a subject result and to such a subgroup of universal cognitive educational activities as “working with information”. The objectives of the study are: analysis of the features of reading using the potential of digital devices and identification of the most effective ways of forming and assessing the reading literacy of primary schoolchildren. The main research methods are: analysis of the basic concepts of the study and scientific and pedagogical literature, as well as generalization of empirical material. Another research method is presented by the analysis of the tools of the international study of the quality of reading and text comprehension PIRLS 2021. In addition, a method predicting the most effective ways of the reading literacy formation of primary school students in a situation of combining traditional and digital methods of presenting information has been used. The most significant changes in the formation and assessment of reading literacy in primary school students include: an increase in the share of reading for the purpose of obtaining and using information, the emergence of reading from an electronic medium, and the use of hypertexts when searching for information on the Internet. Currently, primary schoolchildren gain experience in reading digital texts outside of school, therefore, there is no way to mitigate the risks identified by researchers. The educational process should include both traditional reading of paper texts and digital reading, while it is important to use the potential of digital tools when working with information presented in different formats. Reading information texts from the screen and searching for information in electronic resources is more consistent with the nature of digital reading. It is especially necessary to carefully consider the methodology for introducing digital reading when working with fiction; the main advantage is associated with various technologies for enriching vocabulary.
