The article is devoted to the still poorly studied subject of public administration in the
towns of Zabaikalye in the last third of the 19th – the beginning of the 20th century. The author
focuses on electoral campaigns on the basis of unpublished, preserved in the regional
archives, and legal sources, identifying the specificity of their conduct on the outskirts of
empire, defines the structure of the public authorities and social portrait of Zabaikalye
glasnyi (member of the urban assembly).
