Annotation The article discusses the most relevant in pedagogy problems of the content and quality of education. There is a reorientation of educational outcomes from the terms “education”, “preparedness”, “common culture” to “competence”, “competency”. Analysis of the scientific literature on the problems of the formation of competence suggests that one of the key competencies is communicative. In this regard, the theoretical foundations are considered and the results of diagnostics of communicative competence are presented as a professionally important quality of a technical university. The main communicative barriers such as lack of knowledge of the Russian language and unwillingness of participants to overcome difficulties in communication due to their personal qualities were identified. With the help of a sociological survey on the topic “The degree of proficiency in the Russian language by students of MPTI (f) NEFU”, the authors gave a general idea of the ethno-linguistic situation in the Republic of Sakha (Yakutia). The national composition of the students surveyed, degree of proficiency and frequency of use of the Russian language in everyday life are clearly presented in the article. In the course of data analysis based on the method of “Self-evaluation of communicative competence”, I. A. Martyanova revealed that the majority of respondents had medium and medium with a tendency to low levels of communicative competence. This necessitates a comprehensive and phased work on the development of students’ communication skills.
