The author analyzes the social support measures for such groups of benefit recipients, as families
with children and the disabled and assesses the provision of social support in similar groups of benefit
recipients. Access to social benefits is very uneven. The use of benefits is due to social and economic
inequality of citizens. Benefits are a traditional and proven tool for optimizing the existence and interaction
of socially or economically unequal citizens. The study shows the operating principle of a
specially designed discounted model of social benefits and proves the necessity of using this model to
analyze the groups of benefit recipients by quantitative and qualitative component of the provision of
social support measures that ensure the integrity and fairness of assigned privileges.
